They could and maybe should ask. But knowing that most finance controllers are unreasonable and irrational dicks, I can understand why one wouldn't ask. It was company money. It was spent on a non refundable ticket which was cancelled. Now it's the airline's money who grants a limited time to the PERSON on the ticket to use as future credit. It is no longer "money" As it is no longer negotiable currency of any kind. If faced as manager with this situation I would encourage my employee to use it on a getaway trip for themselves.
