www.aa.com/customerrelations and ask for a refund; should they demur, ask them for the specific rule in the tariff preventing the infant from qualifying for the lowest applicable fare (AFIK there's none) and involve the DOT.
I called again. They double checked and came back to say that was the only business class fare available. Weirdly enough I couldn't locate the fare (JRT11IN) through EF.
Found JRT11 (IN for infant), it is the highest published J fare on EY. The reason for this is that all lower fares have a sale restriction ( TICKETS MUST BE ISSUED ON THE STOCK OF EY OR AB AND MAY NOT BE SOLD IN SUDAN/IRAN.) meaning they can't be issued on AA stock.
