Unfortunately no it doesn't mean that. The system is working exactly like they expect. The new United believes that instruments are commitments they should at least try to keep to some small degree. As for CPUs on the other hand , its clear United has no intention whatsoever of giving those out until they are 110 percent sure they cant get something for the seat.
You'll probably get the upgrade. I get my upgrades anywhere from 96-48 hrs out when plenty of seats are showing to/from islands. It is also UA's right to try to get value for those empty seats. The CPU seats ARE supposed to be given out IF UA doesn't think they can sell 'em. The web site also says the CPUs can be cleared AS EARLY as (in your case) 96hr out - it doesn't guarantee anything regarding timing. Relax and have Mai Tai
