Sounds like a broken or messed up PNR is holding up the sweep. You should have cleared especially when R is way more than 1, and if it doesn't move from the static 8 it sounds like somebody's reservation is out of whack and needs to be cleaned up - so the story goes.
Holding out for upsells means r=0 yet lots of open seats.
Unfortunately no it doesn't mean that. The system is working exactly like they expect. The new United believes that instruments are commitments they should at least try to keep to some small degree. As for CPUs on the other hand , its clear United has no intention whatsoever of giving those out until they are 110 percent sure they cant get something for the seat.
