With R>0 (let alone F9) less than 3 days prior to departure, they should honor CPU upgrades in our windows. I assume they are intentionally holding CPU upgrades to sell them, or take miles or an instrument.
(I also called to have my RPUs which expires on the 31st extended for 2 days, they wouldn't do that either.)

Sounds like a broken or messed up PNR is holding up the sweep. You should have cleared especially when R is way more than 1, and if it doesn't move from the static 8 it sounds like somebody's reservation is out of whack and needs to be cleaned up - so the story goes.
Holding out for upsells means r=0 yet lots of open seats.
