Actually, you can upgrade a single segment of a multi-segment trip. You just can't do it online. Call and a CSR can add you to the waitlist for just the FRA flight. If you clear ahead of time, call back to add yourself to the list for the first flight - it won't cost anything additional and you know you've already cleared the important part.
