Media reports on removal on scanners is misleading

I'll admit that I haven't read the articles all that closely but from the headlines, they make it sound like all scanners are being removed and as we know, that isn't the case.

Why are people celebrating? As far as I'm concerned, this really isn't a major victory.

As an aside, I recently read an article (can't remember who wrote it but it was an esteemed journalist who frequently writes about travel issues) where he wrote that he expects ALL scanners to eventually be phased out as they get towards the end of their life span. Or something to that effect. To me, that seems a little bit too optimistic. But maybe he knows something we don't. Anyone heard anything like this?
