is actually very clear about two points:

GPU needed for Honolulu (HNL) to Guam (GUM), and has the same fare class restrictions as a TATL or TPAC. Unbelievable.

So an RPU won't work for the entire itin.

The chart neither verifies nor disproves your claim about CPU eligibility for those two segments, but I take your word for it. Regardless, he is flying HNL-EWR, and the chart is unequivocal: HNL to EWR is not CPU eligible, but an RPU can be used.
