When you give away a premium product (or discount it sharply -- re: TODs), then few buy it.

When F cabins were 50% full due to the requirement to use miles or upgrade instruments, the F cabin was much more attractive as a something someone might pay for.
its hard to sell domestic F. the flights are relatively short, and the product and service are not that different. That's why they give upgrade to elites - they can't sell them anyway.
