Credit card for US college student about to study abroad

So my college-age daughter is going to study abroad in the UK starting in the fall and I thought it would be a good idea for her to have a credit card.

I suggested the Venture One from CapOne since it has no foreign transaction fees. But she applied for that and got rejected to due to insufficient credit history.

I guess the Great Recession has tightened up credit card availability to college students. I had a bunch when I was in school in the late 80s/early 90s!

Anyway, it would be great if she had one with no foreign transaction fees, and potentially a chip since she'll be in the UK.

Am I going to have to get one in her name in order to get that done?
