Air Canada allows for two pieces of Carry On at 10KG + 10KG. They're quite lenient.
Knowing that, I would likely have to check some carry-on which will add time. That will likely add a ton of time at FCO.
If we have to gate-check, I know it is VERY expensive with Alitalia.
I can't imagine them weighing your carry on at the gate; they aren't usually paying any attention to bags at that point. The only time I've had to weigh luggage is at check in, and unless your bags look huge, they've never had a problem with there being no checked luggage (i.e., saying you're just carrying it on, without them weighing it). I don't think the check-in process in T1 should take too long. If you're worried though, take the later flight -- if you're feeling adventurous you could even catch a cab over to Ostia for some brief sightseeing. ^
