I know UA has a full service counter. It looks like AA has one as well. There are counters for other airlines as well. But as ORD is my home airport I never connect via T5. So I cannot honestly say for sure.

If you can get your bags check through to PHX, you should be able to do a bag drop at T5. If you need pot check in with either US or AA, you should be able to get it done at T5 after you exit customs. If you want to connect to US, I would post on the US forum to make sure. Or maybe someone who has done this can jump in with their input.
