Normally you can cancel online, provided you haven't many changes to the initial reservation and you made it online in the first instance. But if you are not BA Gold (or an infant!) there is a USD40 fee for redepositing your Avios. If phoning up you would get that plus the USD 25 telephone fee, unless you could convince the agent not to apply them for some reason or other.

However certain bookings can't be cancelled online and require a call anyway.

If there are fees, then it is per PNR (booking) and per person (except BA Holidays)....
