Two very interesting points there. Certainly hadn't realised you could get the tax refund if going via Central, however the Immigration department website suggests that most nationals who require a visa are exempt when remaining airside. This was backed up by a conversation I overheard in the travel agency in Macau where the couple next to me had to get a ferry direct to the airport.
