Yes, absolutely they are being dishonest and sneaky here.

Let's also not forget about how Apple does the same - "2.1GB = 1 billion bytes; actual formatted capacity less.", except I don't see a page that explains exactly how much is available, like Microsoft does.
Despite your snarky reply Microsoft is actually lying to you about how much memory you will have. They did this specifically to be able to claim their 32gb unit was cheaper than an Apple 32GB unit, when in fact they are actually comparing their 16gb unit to an Apple 32gb unit.
