From what I gather on twitter, they are still going out. But I found another way to check. Mrs. YVR's Aeroplan account has an expiry date of March 1, 2014. Which means that she is slated for at least AC*25K status (as any Altitude status waives the 12 month expiry date).

This would work for anyone wondering if they've hit Prestige, but not any of the higher levels.
