I used to work with law enforcement, so my speculation about this is that that particular parking lot was probably a known location for drug dealing or some other crime issue, and officers in the past had the perps draw weapons on them when stopped and questioned there. It's actually pretty rare for a cop to over-react to this degree for no reason at all.
