Unfortunately ethics isn't a concern of governments anywhere.
Examples-
HK/Mainland China-Let's appoint a corrupt man as Chief Executive that the majority of HKers don't support and let him build illegal structures!
France-Let's invade Mali against 'extremists' even though we have no more control there because we miss Francafrique!
Canada-Let's join France and buy a bunch of planes that we don't need. Also no investigation results on the election in 2011 that could have been fraudulent.
USA-Let's destroy part of our constitution just because of an isolated incident!
Mainland China-Let's oppress our citizens so much that they move overseas and when they are there they will want to come back to us for our favorable taxation methods thus giving us more control.
