The 744 generates some pretty powerful vortexes off the wing tips. So they can't let it get too close to the 738. But if the 738 stays far enough ahead of the 747's wing vortex it's okay for the parallel landings.

But I'm not a pilot. I really just know this from chatting with some old engineers at my old employer.
