BTW, how do you know that NZ didn't go through those steps? When seatbelt laws were introduced in the UK it was within my lifetime and it was phased - first front seat then back seat. But that was considerable time ago - a visitor to the country now would have no idea of the 'clunk click every trip' campaign which went on in the 1970s and 1980s.
NZ did go through the steps, pretty much as described. The wearing of seat belts for all people in the car has been law for a long time now and it is generally accepted.

The OP keeps trying to justify himself for not wearing a seat belt, an action which he would have taken in his own state. It was foolish of him and now he is trying to blame others for his action. Time he paid up and moved on!

FWIW, just in case no-one is aware by now:
  • Driver and all passengers in a car in NZ must be restrained.
  • Adults (front and back of car) must wear a seat belt.
  • Children (until a certain size/weight) must have an approved booster seat and wear a seat belt.
  • Infants and toddlers must have an approved car seat that is anchored in an approved manner.
  • Motor cyclists must wear a crash helmet.
  • Pedal cyclists must wear a cycle helmet.
  • There are fines for disobeying any of those rules.
