I believe William said they can close if they're not on a floor with guest rooms. He didn't say not on a club floor. Therefore my example can't be counted. They're simply just bad boys.
As for changing the thread title, who cares? Most regulars here and frequent travelers know there's exceptions. I don't think every thread title needs to be changed to fit every possible case. They're titles,not paragraphs.
