When I upgraded a leg of a reward booking, I was told the same as you. This turned out to be wrong. BA wanted more money as they decided I had to pay the offline fee, but rather than call and tell me, they just waited until I called. And it was the second time I called that I finally found out. I wanted to know why I couldn't choose seats, so it was lucky really.
