I'll have to pull out my kelsey book, but I think it mentions an operation where you can shell out a ridiculous amount of money...I recall something of the like, but I went in 2009.

If in the area, it is still worth it to try and get a permit. Living in Utah myself, I don't know anyone who has actually been. It is certainly a treat to go though.
