For travel from Prague to Vienna, consider taking a bus, it's usually cheaper than the train and probably also faster (for example Eurolines).
As with having a good time with the locals, if you don't speak the language it's quite difficult to get in touch with a lot of locals. Otherwise I agree that Budapest offers more than the 2 other cities you have cited. What about Munich as a 3rd destination? lots of beer and probably more choices to fly home than from Budapest.
