IMO this is pretty typical. In the past, even when it was explicitly stated, DL has tended not to enforce requirements that registration is required first, before purchase of the ticket. This was certainly the case for Together We Fly Delta (which made flying into a competitive team sport). YMMV.
In response to the quoted post, it's not obvious to me that SDCing onto a nonstop would make one eligible, which I would assume requires purchase of a nonstop (assuming that this requirement is enforced). YMMV.
