Yes and no. If you are transiting Canada International <-> International at a major airport you do not go through the full Immigration and Customs check like an arriving visitor. You do go through the full check with the USA.

However, in Canada you do get a cursory immigration check as you make your way to your International <-> International connection - There is no 100% sterile international connection.
