Sorry about your bad experience. It appears that even though Aeroplan miles are the currency of AC's frequent-flyer program, AC spun off Aeroplan some years ago, and no longer controls the program. A Google search came up with the following number for Aeroplan's North American Contact Center: (800) 361-5373.

I trust you'll have better luck calling that number.
