The good news is that the TSA shouldn't be involved at all unless the OP is connecting in the US (in which case his/her checked bags will undergo TSA screening at the point of entry).

Meh, you have to really work at making a powder into that kind of explosive. You have to have it suspended in the air in just the right way, too; just shaking up some flour in a bag with a lit flame in it isn't going to do the trick.

FWIW, the vast majority of metals in powdered form are potentially explosive, too, so let's think before we travel with anything metal lest we easily create explosions.
