I tried to book an award flight (upgrade anyway) into Club World in Novemeber last year to West coast USA.

Like you I found no availability but was advised by the good folk on here to keep checking.

I ended up getting my club world seat the day before I was due to fly - so the answer is yes they do "open up" but it can be a very close thing.
