So OP is a
writer, and cannot stand improper English writing (wrong grammar, wrong spelling, etc etc) so he extrapolates to the property is lack of educated staff and management is oblivious on the obvious uneducated, unskilled staff, therefore lack of safety, security, etc etc.
....
I would say, it is the utter failure for a writer that no one sees your point rather than you calling others being blind.
