Many of the competition in the US offers 100% status miles....therefore AC matched them. In some 'captive' markets (such as sun destinations) there are sufficient leisure travellers which are willing to pay less for less mileage so Tango is available. For Asian destinations, some asian carriers offer little or no mileage in lieu of 'cheap' fares therefore Tango exists.

Its all about the marketplace and how to target them.
