Question Cellphone SIM card kiosks at DEL?

My understanding is that there are several kiosks as you exit the International Arrivals area in Delhi where I can purchase a SIM card for my unlocked (basic) cellphone -- three initial questions:
  1. I take it that these are outside the baggage area?
  2. Will they be open when I arrive at 2:30 AM?
  3. Assuming that the answer to #2 is yes, any recommendations for one over the other? I'll want to call within India (different states) and back to the U.S./Canada.

Final question: as a foreigner, I've read that if I arrive with a passport-sized photo, proof of my address (in Canada) and a photocopy of the relevant pages in my passport, it will speed up the process of getting a SIM card. However, I've also read recent information about new rules imposed by the Indian government that suggest that will take 4-5 days for the SIM card to be activated. True? If so, do I have any alternatives to get a working phone (much) sooner?
