This is just one person's data point so certainly YMMV. I have never not received coupons (or equivalent) for 4 people regardless of whether I had 1 or 2 rooms. This has happened both in the US and in Europe and I never had to ask, they were just given to me. I realize that's not what the terms say but it is my experience and I'm very grateful for it.

I don't know if it makes a difference that I'm Diamond and I cannot recall if I any of the times I had 3 other people with me I was still Gold. Also none of the other 3 people had any status.
