I pulled up a sample itinerary MSP-DL-BOM-9W-HYD-AI-DEL-DL-MSP, and sure enough it autoprices in Amadeus plated on 9W. Even an OTA could offer this...

Since Amadeus guarantees its autoprice, the Amadeus would have paid the fare difference...

If the TA manually forced the ticket to issue on 9W stock, then they would be responsible...

Regardless, it's not relevant to excess baggage charges.
