Personal use imports are not subject to quota. However, personal use imports construed as commercial may require a commerical entry because of the quantity. For example, quantity cannot exceed a total weight of 50 lbs (22.7 kg) for meat or poultry, 30 lbs for liquid eggs, 50 pounds of dried eggs, and 30 dozen shell eggs. Ultimately, the CBP officer at the port will determine whether the amount is eligible for use for personal consumption.
Nothing about flour.
