No it does not.The FAA has absolutely no authority over aircraft registred in other countries,other than to prevent them flying to/from or over US airspace.
The JAA in Europe,and other authorities around the world who liase closely with the FAA took their own and individual decisions.
As you clearly dont know the rules and procedures,how could you possibly expect a gate agent,with English as a second language to know more.
