I asked a couple times at ICN about upgrading E class and was told I couldn't. Seems they just go by the book there. But as I said, at an outstation, where I knew the manager, seems they can override it if they want. Or maybe it was just that route or the ticket I bought that allowed it. Not really sure. But for sure don't get your hopes up.
