Hi, I'm due to fly with US Airways to Ottawa via Philadelphia. I've previously used Dublin's pre-clearance system and found it great, however I've never done it when making a connection that did not have a final destination within the US. If memory recalls all passengers on pre-cleared flights are technically "in" the US when on their flights, correct? So, I was thinking when I land in Philadelphia do I have to collect my baggage and go through the US departure system as if I were already in the US prior to boarding my flight to Canada? I appreciate any help, anyone can offer me as I just am not too sure of the way I go about making this connection after pre-clearance. Any advice would be very much appreciated.
