I wouldn't hold out any hope of a BR in BLI, in the near or long term. AS is in the habit of closing BR's lately (like the one in YVR) rather than opening them. SJC is the only airport that's been floated for a new BR, and perhaps SAN has a chance now that AS is starting to have a serious presence there.
Where would they put it? Don't get me wrong, I love BLI and fly out of there regularly and almost exclusively as it is so easy. But it kind of reminds me of my old high school portables. Walking past the plywood walls on your way outside to the plane. It's definitely getting better but I can't see a lounge happening there anytime soon. But one can certainly wish.....
