Yes, you should contact the concierge prior to traveling and let them know that you'll be using the Westin ferry. No limit on luggage, but (of course) tip accordingly.

Also, be sure to get in line for the ferry as early as possible. They've replaced the Westin Breeze with the Westin Rust Bucket and it has very limited seating up top. The cabin downstairs has seen better days. IMO, it's a terrible first impression.
