There's a chance some grit or salt built in them. I would clean them as best you can with cloth, brush, water, etc, and let them dry all the way. I would not start with an oil or wd40 or anything that is wet, it's only going to attract more gunk like that. Try powered graphite or one of the lock lubricants that's dry and not sticky.
