The "Club World resataurant" is in a separate part of the lounge reserved for passengers in Club, who are not served a full meal onboard, unlike Y passengers. I'm doubtful that a OWE or OWS will get access when in WT+, but there may be more flexibility at ORD.

There is, however, a reasonable selection of other food: sandwiches, cheese and an assortment of other snacks in the lounge. But not meals.
