I have stayed at both the Shangri-La and the Pen which is right across the street. Of the two I also agree the Shangri-LA on the Horizon Club level is the best bet (though hardly luxury) I have found in Manilla.
I was also looking for something very nice and relaxing around Cebu- unfortunately does not look like Abacus is a good option
