I think people who can prove foreign residency in one way or another (residence, immigration, business, etc) wouldn't have a problem if Delta audited them. It's the ones who for example may use an address in say the Argentina or Mexico but have never even been to the country, that's where the flags may kick in.
My suggestion? If changing address make sure you've at least traveled there, especially on a Skyteam partner.
