I don't think the website is wrong. I think you're just reading it wrong.
The bonus for upgrade to the next higher class seat is not allowed for air ticket discounted more than 50% of the regular fare, bonus air ticket, air ticket of group fare (G Class), air ticket specified by ASIANA, and any of the following classes:Q, K, S, V, L, W
Q, K, S, V, L, W never are able to be upgradeable, but any other booking classes may or may not, depending on what OZ specifies. So it just comes down to looking at the fare rules. Well, I don't know for certain, but that's my best guess.
However, with that said, I once was on I believe a K booking class ticket, and the lounge where I was departing from wasn't open. This happened many times, and the station manager knew me well. So I asked if they could compensate me for the lack of giving me my lounge privileges by upgrading me to business class. The manager replied something like, "let me see", and I waited for 10 or so minutes, and he came back and said it was OK. I thought, "great", until I realize he misunderstood and that he thought I wanted to upgrade via miles. Well, I told him more clearly and he said he couldn't upgrade me for free, but I was still surprised that I could have gotten upgraded on K using miles. Perhaps it was because I was D+, or because the station manager knew me well. I'm not sure. Point is, don't expect to be able to upgrade with one of those mentioned booking classes, but if you already have such a ticket, it doesn't hurt to ask if you can upgrade.
