Can't speak to construction at this particular hotel but in others I have stayed at it has been a non issue. Light noise during the workday. For the weekend construction would not start until 10:00am.

I am not a fan of the Waterfront Marriott. If you are concerned I would consider the CY City Center over the FS Waterfront. It does not have a bistro and the Original Diner is the restaurant on property is actually quite tasty and serves room service. No Bistro and one of the newest hotels in downtown PDX.

There are some good rates for the CY this weekend that include parking if you have a car.

Hit up Ping in Chinatown while you are in Portland. One of my favorite restaurants.
