I am not amazed by this......all the proposed 'carrots' are to the north or east of London, no breaks for LHR or LGW, nor new runways as it makes too much sense.

If I had my way I would give LHR 2 new runways and LGW another 1 ....and develop Croydon Aerodrome ! - can't guess I come from SW London

Seriously, it's not a good business model to spend money on new infrastructure if it exists elsewhere...Boris Island is a typical example.

Taxing passengers in a 'new and unusual' way is in humane, after all wasn't that what the APD was supposed to do ?
