Ah, but think beyond STN....

Birmingham Airport is a 1hr 26 min direct train journey from Reading, whilst Southampton Airport is just 45 mins away. And anything that can be done to improve connectivity from East of London (Southend, Manston etc) would be a boon.

Definitely need more carrot than stick, though!
