Smisek and co. were forced to do the right thing here - by the government. they failed to show proactive leadership. Plain and simple.
Not jingoistic. Just pointing it out. UA also outsourced maintenance to PEMCO in Tampa. That's just as bad. CO was also guilty of outsourcing (HKG), but kept more stuff in-house - especially after UA's bankruptcy. Not sure what Colgan has to do with anything, and if you don't believe that maintenance deferrals impacted the operation, just look at the dispatch reliability of the 747 for the past few years...
