That's exactly my point. OZ E fare is supposed to be upgradable per their fare class restriction, but if you read the fare rule, you will encounter

Sales restrictions
TICKETS MUST BE ISSUED ON THE STOCK OF OZ.
NOTE -
MILEAGE ACCRUAL PERMITTED
MILEAGE UPGRADE NOT PERMITTED
and the same thing shows up all the way to M class.
